The vision of most analysts, government councils, the global economic organizations on the Information Society is relatively uniform, both within the European continent and in North America or Asia. However, nobody has the "magic formula" the outlines of a future global future that can be characterized by one fundamental truth: the information society and knowledge is a source of economic and social progress for nations to know and will know exploit the opportunities created by this type of society. Over the past two decades, major social and economic changes that we have seen have been the source of many political debates and that is because, promoting the information society in the developed countries is primarily a matter of political will. Thus, in 1991 the United States began to build recovery and growth policy around the concept of National Information Infrastructure (NII).
